Recess the panel, and repair the drywall

Phil, were it me, I'd go ahead and cut back enough drywall to recess the box (provided it's not specifically a "surface mount" box)into the wall and follow Doug's instructions on running the sheathed electrical cable totally inside the wall (using sheathed electrical cable clamps at the knockouts), then repair the drywall. This will put all your wiring in the wall and out of harms way.

If all your wiring comes into the new box from above and/or below, you only need to overcut the drywall in those areas for access.
