rebar in Foundation

I recently put up a block crawl space foundation for my log home I'm building in Colorado. I failed my inspection because I only installed rebar vertically in the step downed part of the block wall which is 4 feet high. I guess I was supposed to install rebar every 32 inches around the complete foundation, but I didn't do it thinking the rest of the wall was only about 36 inches high and didn't need reinforcing. Rebar is in the footer all around and now the block wall is already sitting on the concrete footer. What can I do to correct this problem, I can put rebar down the block wall every 32 inches,but cannot attach it to the rebar that is already in the poured concrete footer.
