John, there are a lot of ways and the big bolt cutters may not be as bad as you think. The secret is the leverage. The longer handles, the more force.
You can get a grinder and add a cut-off blade which will work but may be a little more dangerous to use. You also have to drag an electric cord around or an air line if you already have a compressor for other work. The local masonry supply houses may know of something better too.
A GOOD big bolt cutter will not be cheap and you should probably get him a few pairs of new jaws so he doesn't feel bad about replacing them. Too many guys use a tool edge until it is way too worn then wonder why they have problems.
