Hey John. Here's a real scary proposition, but a good one if there isn't an easy way for a sump and good draintile to handle your problem.

Call a building mover and tell them you want to raise the house up 32". Add four rows of concrete blocks all the way around. Move your family out and have contractors do the whole thing.

Bust out the concrete floor, leave in place, but broken. Haul in about 40-50 truckloads of sand. Install new draintile, sumps, raise up plumbing. put the sand in with an auger and a Bobcat. Raise up the exterior steps, or change them to suit. Get the picture, this was just a thumbnail of the whole project which only gets worse if the basement is fully finished.

Total project would cost about 50 grand. Hang it on the builder. You'd probably prevail in court with a good lawyer.
