Anyway, gravel will naturally move when it's subjected to the 'elements' and vehicles riding on it. If you're getting real deep 'ruts', the gravel may need to be compacted. This is usually a poor sign of non or bad compacting. The gravel is best compacted in layers, every 2 to 3 inches (2" is the best). If the gravel was properly compacted, perhaps the base is inadequate or you're driving hugh vehicles on it. And still, if there's not border or edge-trim, the gravel will get pushed out and the center will always be 'high'.
