exhaust is flapping due to air exchange out of it periodically. is it close to a heater ceiling vent that may be blowing directly into it?? if so this could cause the flapper to bounce . The flapper is intended to stay shut when the vent fan is you dont loose conditioned room air out your vent exhaust. If your house is really new,,,have the building correct this problem. If the house is not new .,,,just new to you, i.e. recently purchased, and the central air/heat vent is the problem. you can possibly remove the HVAC grill and re-orient it so the air is not blowing directly into your vent. good luck LJ
