A raised foundation is different only in the fact that it raised above grade more than your normal foundation. For what reason I'm not really sure. There are whole neighborhoods in Chi town that are raised....maybe it has to do with elevation of plumbing-sewer,maybe just to save on excavation and concrete? If your foundation is 4feet in front and 8feet in back, you may have a house with partial basement and crawl or a sloping elevation(higher in front, lower in back). If the foundation isn't the same height front to back,it may be stept-down to compensate for the slope in grade, then knee-walls will be built to make-up the difference in height. Many factors in play with foundation elevations. Check with local building dept. These people are there to help and protect the buyer as well as the homeowner for any construction or remodel project. Luck
