Raised Brick Patio

I would like to install a brick-paver patio in my back yard. The ground where I am installing the patio goes from level to 24" off level from one end of the patio to the other (25'x12' or 300 sq ft). I really like the EP Henry pavers and bullnoses for the patio itself, however, I cannot afford their prices on the wall components. In my opinion, the cost is too high for how little of the patio will show exposed walls from the yard. The question is, what is a cheaper alternative that is still sound?

Can I use pressure treated rail road ties? Can I use a cinder block wall instead of an EP Henry or Versa-lok block wall? I am still planning on using the stone mixture and screenings/sand for the base of the patio within the walls. I am leaning towards cinder block, so my questions would then be can I use a compacted stone foundation, or do I need a poured concrete foundation. I live in the NE and am concerned about how freeze/thaw will affect my patio.

Any help you could provide would be greatly appreciated.
