Sonja,I can't tell without knowing a lot more about your system. Depending on how the pipes run in your building, this could be easy to fix or tough. I suspect that somone in another apartment has closed their radiator down and theirs is in series with yours but without knowing a whole lot more about the layout, I really can't give you any more direction.
