Radiator problem

I have a gas furnace (boiler). It is a steam/radiator system. My radiator in my living room does not get hot. I have tried most of the advice given on this bboard. I tried and located the pipe from my broiler to the radiator. I have one main pipe from my boiler(bottom of boiler) then it goes up and split into two pipes (one to my dining room and one to my living room). The pipe to my dining room is warm/hot but the pipe to my living room is warm/warm. On top of the connector for both pipe is a valve (look just like the valve on my radiators). My question is does this value needs to be bleed (remove)?
