question please about drilling in drywall/plaster,

After putting up two towel racks I noticed one was crooked by a half inch. Should I:

1) drill a hole a half inch below it (using 3/16" drill bit)

2) not drill too near it because that might cause the wall to crack or crumble or make a big hole (how close is too close?) so remove all of them, fill in the holes with liquid wood and paint over them, and re-install them further away from the original spot (how far away?)

3) leave it because it will crumble or crack or the filled-in, painted-over holes will show? (although when I sell this place I might need to correct it or remove it)

I'm not sure what type of wall this is. The drill went into it real smoothly with no ear-splitting noise. It seemed like inside the walls was particle board. The outside is like plasticky. There was fine dust in the drill bit grooves after drilling.
