Queen Air Fireplace- damper repair

George Mayer Mfg, Inc made the Queen Air Fireplace in Miami, OK. The company was sold and has since gone bankrupt. George Mayer died about four years.
I installed a Queen Air Fireplace in 1981. One of the hinges on the damper appears to be broken or out of place. The damper is raised up about 3/4 inch on the right side and is very hard to open and close.
Is the damper made to take out and clean behind??
Has anyone every repaired broken hinges??
Do I need to cut the plate that the damper hinges on and seals against, repair the hinge/hinges, and then weld the plate back in place???
Any ideas would be appreciated.
