Q for Steve re: Vinyl Flooring Subfloor

Just removed vinyl sheet flooring and have good 3/4 plywood screwed down, but some of the paper backing from the previous vinyl sheet is stuck to the surface. Before laying new vinyl sheet flooring over the 3/4 plywood a local installer indicated we wouldn't need to put another 1/4 subfloor over the old as he would scrape it with a sharp razor to remove the paper. Well, this didn't work and we need to do something. Would you recommend sanding/grinding off the 3/4 plywood to remove the paper/glue or would you lay 1/4 new subfloor over the 3/4 plywood floor?
