You should be able to ground the outlet by attaching a ground wire from the outlet to its metal box - the box and the PX cable going down to the service box can serve as the ground - If the box isn't metal or the wires are sheathed electrical cable, then someone rewired. ....

A surge supressor is not the same as a ground - although a GFCI might protect you more than nothing.
