putting hardwood on stairs

I would like to lay oak hardwood flooring on stairs leading to the basement. I have an air tacker, but the raiser prevents me from shooting a finishing nail into the grooves. I can tack the nose ok, but not the 3 remaing board between the nose and the riser. Would I obtain enough strength/support to prevent squeeking if I used carpenter's glue to glue the board together, then use PL 400 to glue them to the tread, then tack the glued boards with 1 3/4 finishing nails on the ends. Thanks for any recommendations.
