I have used uninsulated in the past and it works fine as long as you put the insulation OVER it. A quick fix is to go up into the attic and pull the insulation out from under the flex vent and put it over the vent pipe. Then you won't get condensation b/c the vent will be warm. Also check for leaks and properly seal the exterior of the vent with calking (top and sides, not bottom).
