Purchasing a House with a previously installed french drain

My husband and I are intersted in a home in Franklin, MA. Built in 1958 and they have a sump pump in the back end (basement) of the house and I have been advised that they have previously installed a french drain around the foundation of their home. A few questions:
1) Is the french drain going to repair all water problems the owners had?
2) How effective are the french drains?
3) What are the repairs that may need to be made with the installation of a french drain?
4) HOw much does the instrallaiton of a FDrain cost?
Kindly respond as our decision to purchase this house is hanging on it....Thx!
