Propane Water Heater - Pilot will not stay lit

I have a 1.5 yr old propane water heater whose pilot will no stay lit after the first cycle. I have replaced the Thermocouple and removed and blown out the pilot tube. Pilot lights fine when cold but after its heats the first time the pilot goes out and will not relight unless I lower the temperature setting to the lowest setting. I noticed the problem first when I had no hot water and replaced the Thermocouple, and I am assuming the pilot light should always stay on.
