propane contra oil for a hotwaterheater

I am using a 90 Gal propane hotwatertank for radiant heat and warm water in my house. In -30 degree days the heater is very slow to bring the house up to 20c although the house is very well insulated. Would an oil fired waterheater be more efficient because of the higher btu output?
