The basement may be dry now, but sealing the surface by putting a covering over it may cause a build up of moisture between the covering and the floor. The result would be odor, mold, etc.
Do a test by taping a piece of plastic about 2x2 foot in size (or use a plastic garbage bag) to the floor. Leave it in place for 1 to 2 days, and pull it up. If there is any visible moisture, don't put the covering down.
Consider carpet that can allow water vapor to pass through, or at least lay the covering down loose.
