is that the wood has started to break down, you need to clean this off to bright wood.

Oil based primer is an effective stain blocker but it does not have the flexability that acrylic does. I would use an acrylic stain blocking adheasive primer (like Glidden Gripper) tint it to match your stain color. Then apply a solid body acrylic stain or paint.
