Prewired house for ceiling fan!

Can anyone help me clarifying this term? Does this means that there will be two switches controlling separately the light from the fan? If not, what will be the difference between pre-wire for ceiling fan and pre-wire for ceiling fixture? I just bought a house, in the promotional brochure of the home said, that all rooms and family room was going to be pre-wired for ceiling fan, which made me think that there will be two switches connected to a ceiling box with four cable on it(+light, + fan , - & ground). What it means is that there will be two swithes, one controlling the light and another controlling the fan. Now I just found out that is not like that and I need a third opinion different than the contractors. The two switches were installed but one controls one electrical outlet for a table lamp and another controls the ceiling fixture, which was not included on the contract.
