The Uniform Plumbing code only requires a Numatic pressure test for CPVC piping installed underground at150 psi. for 2 hours . I think your local inspectors are a little miss construed.As long as you make the run continuous with no joints you should not need to make a numatic test and should only need to do the regular air test of working water pressure or 50psi air pressure.
