If the DIF pulled the drywall paper, it sounds like the wall wasn't prepared before the wallpaper was hung...

Give us some specific description of what condition the walls are in now. i.e. How much of the wall is affected (# square feet)? Is the exposed drywall smooth but cracked or is it crumbly and pocked? ...
