pre-cast basement walls!

I was recently looking at some new houses going up in the area that were very affordable by today's standards, when I noticed that not only was the first floor an engineered pre-fabed flooring system but the basement walls were also pre-cast and shipped to the site in approx 10' sections. Apparently they are placed in position, joints mortered or cemented and then bolted together. I figured that was how the builder had kept the overall cost of the new homes down.
I was wondering, If I wanted to do this myself for my own house, where would I start looking for information, prices and places to contact? or do I need to be a licensed builder to purchase such inventory?
It seems that this could really save some time and money when building a home.
