Possibly clogged plumbing air vent

Both the toilet and the sink in the bathroom at the rear of my home have recently begun to run very slowly. When using the sink, the water rises in the toilet and, once, pieces of what appear to be leaves have appeared in the toilet water.

I have tried to inspect the vent pipe on the roof, but cannot see down it to determine if it is clogged.

When I asked the clerk at my hardware store to recommend a plumber (mine just retired) he asked what problem I was having. He then recommended using an acid cleaner (Liquid Fire) by pouring it into the vent pipe, letting it sit 15 minutes and then flushing with cold water.

Is he on the mark, or certifiable?
