Possible blocked weep holes?

In a brick house, with visible unblocked weep holes, we are getting water in the basement dripping in at the intersection of the sill plate's wood pieces, during rain. Happens during every rain storm on the house's side from which the rain drives. Doesn't happen from standing or thawing snow. We have replaced the windows and doors, caulked all exterior entry points, added additional downspouts, had the roof checked, and adjusted the surrounding grade. House is only 9 yrs old. Had same water for 9 years. Not sure what else to try. Your advice is appreciated!
