under neeth the popcorn are going to be flaws in the plaster or drywall that is one of the reasons popcorn is used to hide flaws just like a heavy teture no one likes the popcorn look any more its hard to clean ect... first remove it than touch up the bare surface with joint compound than prime and eather texture or touch the ceiling up a little more for a smoothwall finish acourding to your wall finish i hope i helped out you here .
