Polybutelane Piping

We have discovered that a portion of our front yard is soaked. Obviously, we have a broken pipe. I have turned off the water to the house and the water meter is still moving slowly. Many of our neighbors have had their "blue pipes" replaced over the years due to leakage. We understood that replacement was not covered under the class action suit until the pipes broke. Is this correct? What is the time line surrounding the class action suit? What is the best way to correct this problem at this time?
