If by chance you are using a satin poly you may not have mixed it thoroughly to disperse the flattening agents enough, this will cause streaks in non-highgloss varnishes. Another possibility is if you used too coarse a grit paper to sand between coats that also could leave a duller finish, without sanding apply a couple more coats and see what happens. Lastly, alot of times the haziness can be buffed away with a fine grit polishing compound and buff at low speed.
