I understand you want to change the 'look' of your kitchen, but in short order, you'll be back to painting it again and again and again.
Trouble is, your countertops get a LOT of abuse from just every-day-cooking, AND yes cleaning. Both of these 'things' will wear your painted tops rather quickly. Also, who likes paint chips in their food? Yup, you'll get them!
Laminated countertops are fairly cheap. I don't believe there's anything cheaper other than, well ..., plain-old painted plywood (or something like that.) My best to ya and hope this helps.
