Plastic wall tile

We recently purchased an old home that has a 50's vintage kitchen with plastic tile on the walls and ceiling. Tiles are popping off in several locations on both the walls and ceiling. In some places creteboard was used for a backing, but in others the tile were applied over plaster. The tiles are coming loose from both backings.

I suspect that this may be due in part to the home not having been heated during the winters for at least 2 years.

Now for my it feasible to reattach the popped tiles after cleaning the old adhesive from both the tile and the backer? If so what would be the best adhesive to use? Any other advice on salvaging this situation would be appreciated.
