tour best bet for the long run is to strip the walls to the studs.loose plaster means that it has lost it's "key" to the lathe, usually indicative of previos water damage. By removing everything, you can see if the condition that caused the failure still exists. Also, replacement of wood lathe with galvanized wire will provide a far superior "key". Good luck!
