Plaster Removal from Concrete Walls

We have a home built in 1984 with poured concrete walls as three side are basically underground. A number of the walls have a plaster type of paint on them which we need to remove due to water damage. Any suggestions on best way or are we just going to have to scrape or sand? We are considering applying a technique called Manda Mudd which we have seen at home shows and is sold at Hirshfield's (local paint & decor store).

Other walls are carpet covered. What might we expect if we remove the carpet.

Any help others might give would be greatly appreciated. Thanks.
