The walls are definately plaster. The house was built in 1909 and I am down to the lathe(sp?), the wooden slats, that the plaster is applied over. there was a large molding there which was removed to put the paneling over. I plan to fill it with "fix all" and fill the nail holes with that also. the paper cover, which I believe was to hide cracks since I find no design, has come off except in a few places. Is there a liquid seal that should go over the raw plaster? Or can I just seal it with several layers of primer? There was some old mildew which I wiped down with a clorox mixture and have let dry.
