Pitted hardwood stairs- when does the sanding end?

Most of the area of my floors is in pretty good shape.
However, the stairs are pitted from bits of gravel in
shoes for the last ~100 years. I have been sanding
these steps with 36 and more recently 20 grit paper
for over five solid days and don't seem to be clearing
up most of the pits.

The steps look OK unfinished to the casual climber,
but will the finish exaggerate the pits and make them
more obvious? I'm looking for a way to bring this
project to a close but I don't want to short change
the work I've already done.

Any other hints?
