if the slats are tounge and grooved, I would definately nail them down. Use or rent that special groove nailer.

This is the route I would go since you do have a wood subflooring.

I for one would be afraid of later on the floor taking on a tar smell if I used the felt paper. But nowdays the felt paper does not have tar in it. Oh well, still do the nails if you ask me.
