Yes, it has openings to allow water in. The pipe is laid face-down in a trench of gravel which is all wrapped with a filter fabric to prevent debris from entering the pipe. The idea is for the actual trench to collect the water, such that the water rises sufficiently high enough to 'enter' the pipe, and thus, run down the pipe to some exit point.

If you check the WEB site I cited for Linda in a previous Follow-up, you'll see from the picture how 'things' are layed out, including how to lay AND wrap the pipe. The picture is a bit dark but if you look and read carefully, you'll see all the 'parts' you need to do/use. My best to ya and hope this helps.
