peninsula countertop receptacle outlet location

I am remodeling the kitchen. By the code I must have a receptacle in the peninsular countertop where the countertop is flat across its entire surface (no backsplashes, dividers,
etc.) and there are no means to mount a receptacle within 20 in (500mm) above the countertop, such as an overhead
cabinet. The peninsular counter top is 60" long and the granite top over hangs the base cabinet by 11". The base cabinet is absolutely beautiful. I really don't want to put a receptacle outlet out the back of the cabinet or the side of the cabinet or attach it under the overhang of the granite counter top.
Can the receptacle be placed inside the cabinet or in a drawer in the cabinet of the peninsula?
