peeling and crumbling garage floor

Our house is 50 years old with readiant (in floor heat). garage fllor is heated and has been painted. The paint is peeling terribly and the concrete floor is crumbling. We had the floor stained twice with "professional" stain that was sutiable, so we were told, for factory floors. It peeled off within 6 months.

We can't dig into and replace the concrete floor because of the radiant heat pipes. Is there some paint or stain that will work? What about the crumbling parts?
