Particle board is not intended for the top flooring

it will chip and splinter out. Paint will cause the particles to errupt and bubble up and swell. The moisture will act like water on a sponge.

Now, the industrial, high density particle board with the slick finish, might hold paint and work for you, but that is not used in subflooring.
