cheap furniture is made out of this stuff, good furniture is made of solidd wood. cheap furniture dont last long, good furniture does
if the laminate is lifted, you can contact cement it back down following dorections on can. like i says if the particle board itself is damages, dont waste your time
if your still wanting to refinish the top as you say, go over it with new furniture grade plywood and prime and paint that. like a birch plywood
