Playing the devil's advocate, here is a scenerio that you could witness in your home.

You walk into the foyer and to your surprise, the paper has decided to release from the walls and is laying all over the floor. Now, the paper is gone, but the wall is showing.

What could happen is that the moisture in the paint could penetrate the paper and in time cause it to release, bubble, and sag.

The best way to do this is to remove the paper, and then clean off the walls, then prime then finish paint.

You can take your chances with paint over the paper, but you could really loose some money and precious time.
