Do I understand this correctly? You have paneling under the wallpaper and not drywall (Drywall) or Plaster?

What a dilema.....

I tend to recomend that all wallcoverings be removed before attempting to re-wallpaper or paint. I do this mainly because paints that are used by the Do-it-yourselfer are latex or water-borne. Most wallpaper pastes are water soluable, and I have seen papers peel when the paints are applied. In your case, I think the dermining factor is whether your inclined towards looking at the seams of the wallpaper or the seams of the paneling after it's been painted. If it were me, I'd strip the paper.
