First clean thoroughly, TSP works great, maybe wire brushing to remove any suet, go to a pro paint store and get a masonary primer, prime it, after the primer has thoroughly dried, paint with a quality paint, I would suggest a semi gloss for easy clean up and at least 2 coats of paint.
