Hi, Joe. It is always a good idea to wash anything you plan to repaint with TSP to get rid of any oil and then sand to give the surface some "tooth" but be sure to vacuum the dust well and tack rag. I then suggest a coat of Zinsser B-I-N primer/sealer or equal. This is a shellac with a whitener added to make application easier. With this, you can apply any kind of paint.
