Painting water soaked wood

I have a "knotty" problem (literally). My small front porch wood has soaked in water over the past 50+ years and it seems to sit there permanently. Paint will not stick to the railing or upright supports, resulting in the paint peeling badly. It doesn't look like anyone lives here! What should I do?

I heard from someone how to fix it but forgot the name of the sealant product. The person told me to: Use a blow torch to dry up the water that's accumulated. Then, apply the sealant product (don't know for sure if it's a sealant or something else). After all that's done, I can scape, prime and paint.
