I wouldn't nesasarilly recomend painting wallpaper but I have done it a few times myself. What you will need to do is seal it before you paint or apply anything waterbased, to seal it you will want to use an oil based primer. Be sure the wallpaper is adhered well, and you can check for bubbles and blisters before you start by rubbing your hands lightly but somewhat swiftly over the paper and you will hear any bubbles( This works too when hanging wall paper) I would cut out and spackle any bubbles (May take 2 applications).
