By now you have asked enough questions about the pro's and con's of having smooth stucco over one with texture, so I won't go into that. I will, however, address the painting issue. Stucco is painted all the time and yes, it is a never ending process. A color finish coat of smooth stucco will show all the cracks and in my opinion, Elastomeric paint is your best choice. It is also very expensive. I opted for a texture and color finish coat, but the guy across the street did a smooth coat and used Elastomeric. It's been a year and no cracks are showing, yet.
