Painting Plaster Walls

I am redoing a 1900 home. The walls are lathe (spelling??) and plaster. I am having the cracks fixed; however, there are places that the paint is peeling off the plaster. Behind the paint is a green paint that the guys doing my plaster work refer to as a "calamine" (spelling qagain???) based paint. They say in their experience nothing will adhear to it. I have asked the paint professionals at Sherwin Williams and they have not heard of this paint base. Their suggestion was to scrap they peeling paint off, prime with an oil based primer and paint with a good latex paint. Has anyone heard of this "calamine" based paint? Any other suggestions would be greatly appreciated.
